North American Union

Call it what you will, but it is anything but a conspiracy. Conspiracies require it be hidden. The plans for a North American Union, or Community, are anything but covert. It begins with NAFTA, sold on the premise that it was to increase prosperity and trade between Canada, the United States, and Mexico. Unfortunately, it has done no such thing. It has reduced manufacturing jobs within the United States. It has increased unemployment in much of Mexico as those jobs, in turn, were later farmed out to China, where it costs even less for employers to hire workers. It has increased our trade deficits, most especially with China. It has caused a dramatic population shift in Mexico to the north, with the resultant violence we now see at the border towns. It has exacerbated illegal crossings into the United States which has depressed wages for American workers.
While NAFTA has NOT benefited most Americans, it certainly has benefited American corporate greedholders and elitists. With the insistence of CAFTA being passed by President Bush, which will certainly make matters even worse, his actions gives one pause to wonder just where his loyalties lie.

Before you dismiss the formation of the NAU as alarmist or conspiratorial, I suggest you first read what Dr. Peterson has to say, then inform yourself by reading materials found within her website, Stop the North American Union, my website, or by reading information accessible at the various links provided herein. The NAU is not going away, no matter if its name is ultimately changed, perhaps to "UNA," instead.

Contrary to what Fred says, America's standards are sinking, exactly what the Council on Foreign Relations (CFR) wants to occur. How else can America and Canada "equalize" with Mexico's poor standard of living and values?
I advise you to read up on the CFR's plan, found in Robert Pastor's Building a North American Community (May 2005) [pdf file], to learn exactly how America's economy must be eroded for this equalization to occur. This plan is nothing more than socialism, taking away from hard-working American taxpayers and spreading it around to "equalize" all.

The three-nation summit at Montebello, Que., was held behind closed doors, well guarded behind an intimidating fence and plenty of police, but the news conference that followed on Aug. 21 revealed more than the three heads of state had planned.
U.S. President George W. Bush, Mexican President Felipe Calderon and Prime Minister Stephen Harper all refused to deny that the Security and Prosperity Partnership is a stepping stone toward a North American Union.
NAFTA
Note that the House vote was 234-200 and the Senate vote was 61-38. A treaty requires no House concurrence but does require the concurrence of two-thirds of the Senators "present." [U.S. Constitution - Article II; Section 2]. Two-thirds of the Senate present for the NAFTA vote did not concur. The Bill was passed but no treaty was authorized.
NAFTA is not a treaty.
"As law but not treaty, NAFTA can be altered or repealed with the simple passage of another law. So, when a Congress critter says that their hands are tied, that they are "bound" by NAFTA, it's likely a disingenuous argument. However, in the case that they are speaking out of ignorance, that they actually believe that NAFTA is a not easily altered treaty, then they should be reminded that NAFTA is simply law and that they have the power to create or change laws."

Security and Prosperity Agreement (SPP)
This is nothing more than another scheme used to implement the merging of three sovereign nations, despite the fact that the U.S. government propagandizes otherwise. On the one hand, President Bush claims he and his Adminstration are operating openly and transparently, but this is inconsistent with his and his Adminstration's actions. For instance, at the latest SPP meeting held in Canada, officials kept individual citizens, conservatives groups, and activists at bay via a 25-kilometre security perimeter established around the Chateau Montebello, where the Security and Prosperity Partnership met during its August 20-21, 2007 meeting.
It takes a Freedom of Information Act (FOIA) to obtain documents being generated by those involved with the SPP, as both Jerome Corsi and Judicial Watch have had to file to obtain SPP-related documents. Despite this, the United States government continues to refuse to identify those individuals involved in the "working groups" formulated under the SPP. It claims that they are not releasing this information because it does not want these people to be "disturbed."
I find it more than disturbing that the identities of working group
members, whose salaries are paid by American taxpayers, can remain
secret. Just how transparent and above board is the American government
when it does nothing but withhold names of SPP working group members,
holds secret meetings, and does not voluntarily produce documentation?

The Security and Prosperity Partnership agreement continues to develop in secrecy

What do you do when the name of your pet program elicits loud criticism; you change its name of course. That's what the leaders of Mexico, Canada and the United States did when the Security and Prosperity Partnership agreement ran into unexpected opposition after details of SPP became known, notwithstanding efforts to keep it secret and away from public attention. The problem is that regardless what you call it, SPP is still bad news.
When Bush, Harper and Calderon met in New Orleans to continue their march toward a North American Union, the meeting was recast as a "North American Leaders Summit", the name was changed but the cast of characters and the plot remained the same. Behind the facade of a photo opportunity for President Bush, Mexico's President Felipe Caldron and Canada's Prime Minister Stephen Harper, was another real effort of trilateral cooperation just like their previous SPP meetings.
Before the meeting, the White House issued a press release noting that Bush, Caldron and Harper will meet in New Orleans to "review progress and continued cooperation under the Security and Prosperity Partnership," but as in connection with each earlier SPP-related meeting, there was no report after the meeting about what the meeting accomplished or what transpired. What is known however is that the SPP gathering included a meeting of the North American Competitiveness Council, or "NACC". The NACC is a group of 30 multi-national mega corporations handpicked by the chambers of commerce in the three countries who meet in closed-door sessions to develop advice for the 20 trilateral bureaucratic working groups assigned to "integrate" and "harmonize" North American regulations over a wide range of public policy areas.
One of the strange things about the April, 2008 New Orleans "Summit" as reported by WorldNet Daily is that "all the media attending the meeting were separated physically into different locations, with separate press advisories indicating which events were open to which country's media"; whereas in prior meetings the media shared a common press area. It is also interesting that none of the principal participants mentioned SPP by name in their various press briefings and public comments. Once again, this shows that despite the goals remaining the same, public criticism of SPP was to be avoided at all costs, but to paraphrase the Shakespearean caveat, "manure by any other name smells the same."
North American Emergency Management
North American Emergency Management (NAEM) is one of the priority initiatives set forth in the March 31, 2006, White House news release and the fact sheet posted on the Security and Prosperity Partnership of North America website.
The function of NAEM would be similar to that of FEMA's operations during Hurricane Katrina. In his September 20, 2005, article "Glimpse Into The Future Of Global Collectivism - FEMA: Katrina," Chris Gupta wrote:
"The primary job of the military, FEMA, and Homeland Security is not to protect the American people in times of emergency but to protect the government in times of emergency and keep it functioning. Their primary assignment is, not to rescue people, but to control them. Their directive is to relocate families and businesses, confiscate property, commandeer goods, direct labor and services, and establish martial law. The reason FEMA and Homeland security failed to carry out an effective rescue operation [for Hurricane Katrina] is that this was not their primary mission, and the reason they blocked others from doing so is that any operations not controlled by the central authority are contrary to their directives. Their objective was to bring the entire area under the control of the federal government - and this they succeeded in doing very well. They did not fail in New Orleans. They were a huge success. Once this simple fact is understood, everything that happened in the wake of Katrina becomes understandable and logical.

In remarks on July 20 to a Freedom 21 conference in Dallas, Texas, conservative leader Phyllis Schlafly declared that the Chinese communists intend to exploit development of a North American Union in order to bring more cheap goods into the U.S. and destroy more American jobs.
* * * Schlafly, president of Eagle Forum, highlighted the role of Democratic Party foreign policy specialist Robert Pastor in the unfolding plan. Pastor helped lead the campaign to surrender U.S. control of the Panama Canal through the Panama Canal Treaty, a development that has taken on added significance in view of the fact that a Chinese firm, Hutchison Whampoa, now controls not only the ports at both ends of the Panama Canal but ports and terminals in Mexico. The company has close ties to the Chinese regime.
Speaking at the same conference, Rep. Duncan Hunter, a Republican presidential candidate, said unfair Chinese trade was decimating America's industrial base and that the communist regime was using "crisp new American trade dollars" to build up its war machine.
* * * The Security and Prosperity Partnership is seen by critics as a key part of the North American Union (NAU) plan. The SPP, an executive branch initiative, has never been approved by Congress but has nevertheless resulted in the creation of dozens of working groups involving officials from the U.S., Canada and Mexico meeting to "harmonize" the laws and regulations of the three countries. The public interest law firm Judicial Watch has been forced to go through the Freedom of Information Act to get information about the activities of these groups.

U.S. Taxpayers May End up Footing the Bill
Through the Freedom of Information Act, Judicial Watch recently obtained a 10-page document, "a financial work plan that describes how U.S. taxpayers would fund grants to Mexico. The work plan states:
...the establishment of a grant fund for development with U.S. and Canadian resources to finance the development of physical infrastructure in Mexico.
Canadian funds would also be committed to the project. Judicial Watch is calling for complete disclosure...."

...In Texas alone, some 584,000 acres of private land is scheduled to be taken by eminent domain for the highway. Texas Department of Transportation has the authority to use the "Quick Take" provision, which will allow them to give notice to property owners that they must leave their land in just 90 days.
Even if the landowner disagrees on the compensation -- and appeals the decision, they still must be off the land in 91 days.
As part of the Corridor's public/private partnership, the Texas state government is keeping up its end of the deal by stonewalling every effort to obtain information as to whose property is affected. They have operated virtually in secret.
When news has leaked out about the NAFTA Highway, Texas officials deny it and simply say it is just improving its state highway system.
The Trans Texas NAFTA Corridor is not, however, an improvement project for I-35, as the state claims.
The NAFTA corridor will be a completely separate highway - a toll road run by a foreign corporation. The state of Texas has signed a 50 year lease with a Spanish company named Cintra. The company will build the highway, run it and collect the tolls.
That lease contains a "no compete" clause meaning that I-35 cannot be expanded nor can any other non-tolled competitive highway be improved.
Above all, as goods are shipped into Mexican ports, use of American ports on our East and West coasts will be drastically reduced, costing Longshoreman jobs.

Pastor said that he favors a "North American Community," not a formal union of the three countries, and several speakers at the conference ridiculed the idea of protecting America's borders and suggested that American citizenship was an outmoded concept.
...Pastor told AIM that he favors a $200-billion North American Investment Fund to pull Mexico out of poverty and a national biometric identity card for the purpose of controlling the movement of people in and out of the U.S.
So the "conspiracy" is now very much out in the open, if only the media would pay some attention to it.

Academic literature distributed in advance to conference participants about a common legal framework for the U.S., Canada and Mexico included proposals for a North American Court of Justice (with the authority to overrule a decision of the U.S. Supreme Court), a North American Trade Tribunal, a North American Court of Justice, and a Charter of Fundamental Human Rights for North America, also dubbed the North American Social Charter.
Under the latter concept, according to Laura Spitz of the University of Colorado Law School, North Americans might be able to enjoy "new rights" essential to "human flourishing" such as gay marriage. She argues in one paper that U.S. economic integration with Canada will make it nearly impossible for the United States not to recognize same-sex marriage so long as it is lawful in Canada.
Pastor himself talked about new institutions, such as a "permanent tribunal" on trade issues, but emphasized that such ideas "take time" and have to "take root." He advised conference participants to "think about the horizon," in terms of what is possible, over the course of 5, 10 or even 20 years from now.
...the CNAS is sponsoring an event in May in which students participate in a model "North American Parliament." The concept suggests creation of a regional body to supersede the U.S. Government itself.
Such talk does indeed raise the specter of a North American Union similar to the currently functioning European Union, a political and economic entity of 27 European states that includes a European Parliament and a European Court of Justice. The EU has been charged with usurping the sovereignty of member states and moving European nations in a left-wing direction....
